New Approaches for Medicaid: The 1115 Demonstration Evaluation

This issue brief supports the national evaluation of Medicaid Section 1115 demonstrations by describing the diversity of the beneficiary groups enrolled in 35 MLTSS programs operating in 23 states as of July 2016. Because beneficiary diversity can affect a range of health, service use, cost, and quality outcomes, the national cross-state evaluation will need to account for this variation when comparing the performance of MLTSS to fee-for-service (FFS) delivery systems.
