Senior Researcher

Susan Williams specializes in examining the characteristics of state Medicaid programs. She has extensive experience working with the Centers for Medicare & Medicaid Services (CMS), providing technical assistance and conducting quality reviews for Medicaid and the State Children’s Health Insurance Program.

Williams manages eligibility-related tasks for the Medicaid Analytic eXtract system, reviewing data files related to enrollment, conceptualizing changes to data quality review protocols, and providing technical assistance to CMS. She also oversees data quality reviews of state eligibility for the Medicaid Statistical Information System, reviewing eligibility-related applications and crosswalks, tracking changes in state Medicaid programs, and providing feedback to states on data problems. Williams has worked extensively on the national evaluation of the Money Follows the Person (MFP) demonstration, analyzing program implementation. She is currently monitoring the progress of state MFP program implementation, managing a web-based progress reporting system and protocol, and providing technical assistance to state grantees.

Before joining Mathematica, Williams held positions in the food and nutrition services division of Health Systems Research, Inc., the Income and Benefits Policy Center of the Urban Institute, and the National Governors Association. She holds an M.P.P. from Georgetown University.
