Shannon Monahan has expertise in evaluating programs that serve young children and their parents, developing early childhood assessments and observational measures, video-coding interactions, and formulating evidence-based practices for educators.
Monahan directs a project that created a conceptual framework of early childhood teachers’ use of child assessment to individualize instruction and is developing a measure to examine this process. She also was the survey director for another measures development project, the Quality of Caregiver–Child Interactions for Infants and Toddlers (Q-CCIIT), and co-developed a measure of caregiver–child interactions for infants and toddlers. She currently is the deputy project director for a project that is creating and evaluating research-based professional development resources that align with the Q-CCIIT observational measure. All of these projects are funded by the U.S. Department of Health and Human Services, Administration for Children and Families.
Monahan is the topical products lead for the Institute of Education Sciences’ What Works Clearinghouse (WWC). She oversees the development of a variety of products intended to provide useful information in appealing formats to educators, policymakers and researchers. She was also principal investigator for an evidence review of infant and toddler early education services for the Office of the Assistant Secretary for Planning and Evaluation in partnership with ACF.
Monahan joined Mathematica in 2007. She is a reviewer for Head Start’s National Research Conference on Early Childhood and is a member of the Society for Research on Educational Effectiveness, the American Association for Public Opinion Research, and the Society for Research in Child Development. She holds a Ph.D. in applied psychology and human development from the University of Pennsylvania.

Measurement Development: Quality of Caregiver-Child Interactions for Infants and Toddlers
Mathematica developed a new measure to assess the quality of caregiver-child interactions for infants and toddlers in nonparental care. The measure can be used across child care settings, including center‐based and family child care settings, as well as single- and mixed-age classrooms.
Using Progress Monitoring in Early Childhood Education: Assessing Methods and Developing an Evidence-Based Model
