Katharine Bradley

Katharine (Kate) Bradley studies health insurance coverage, access to care, and interventions that seek to increase health equity. Bradley currently leads work for the Assistant Secretary for Planning and Evaluation that supports efforts by the U.S. Department of Health and Human Services to assess the equity impacts of policy changes and existing programs. Her recent work on Medicaid includes studies of hospital presumptive eligibility, states’ outreach and enrollment practices, and the implementation and outcomes of section 1115 Medicaid expansion demonstrations. In addition, Bradley has contributed to multiple studies of care delivery interventions, including the Comprehensive Primary Care Plus initiative and community-based care management, community paramedicine, and care coordination programs.

Before joining Mathematica, Bradley worked as the legislative liaison for Idaho Medicaid and as the state director of Idaho’s Children’s Health Insurance Program (CHIP). She authored several pieces of state legislation that established Medicaid reforms, including a beneficiary engagement program. She also directed a federally funded policy development project that led an expansion of Idaho’s CHIP and the creation of a premium assistance program authorized through a section 1115 waiver. Bradley was a 2004–2005 Packer Policy Fellow in the Australian Department of Health and Ageing, where she evaluated a private health plan monitoring policy.

Bradley’s work has been published in the Journal of Health Politics, Policy and Law and the Journal of Public Policy. She holds a Ph.D. in health services organization and policy and political science from the University of Michigan and an M.B.A. from the University of Washington.
