Georgia: Impact Evaluation of the General Education Project

More than 20 years after the fall of the Soviet Union, Georgia’s educational system faces serious challenges.
More than 20 years after the fall of the Soviet Union, Georgia’s educational system faces serious challenges. The dramatic decline in GDP has drastically reduced the country’s education budget, resulting in low levels in investment in education across the country, low test scores, and a high rate of youth unemployment. The Georgian government has sought to address its educational and economic challenges by initiating a series of educational reforms aimed at improving educational quality.

Through the Georgia Compact II (2014‒2019), the Millennium Challenge Corporation supported Georgia’s efforts to improve educational outcomes by sponsoring the Improving General Education Quality Project. Using an integrated approach, the Improved Learning Environment Infrastructure Activity invested in school rehabilitation to provide safe learning environments that include adequate facilities and heating. The Training Teachers for Excellence Activity supported Georgia’s ongoing efforts by delivering a nationwide training sequence to improve teacher competencies in science, technology, engineering, and mathematics subjects, and training principals to strengthen educational leadership and school management. 

Mathematica is conducting evaluations of the School Rehabilitation and Training activities, which require multiple evaluation designs and data collection activities.
